Painting and papering. Was painting, told papering and painting is better option.

I had a quote for painting which was £2,500 for a house but taking the paper off the walls look rough as hell, eg one bit has been plastered in a different colour. The guy has given me an option of getting it papered and painted which is £4,000 in total or sticking with the £2,500 but it won't look as good.
Is this a reasonable quote? It's not what I wanted to hear but I can see that the walls are in a state and it's that versus skimming, which I gather could be more expensive still.
