In practical terms, it would take a few days to be contacted. The traveller with covid would only be spotted by their own day 2 test, so more than likely it will already be day 3+ before they are identified, then there is the tracing of the flight and contacting the whole list of passengers.
I doubt anyone has been prosecuted over this. Our systems certainly aren’t joined up enough for anyone to be identified when leaving the country as having been contacted.

I landed back in the country at 2am Sunday the other week, by 3pm Monday I had a text saying I was a "close contact", I can only assume it was someone on the plane, and I have no idea how sensitive it is: would someone sat in Row 2 get a text if someone in Row 24 tested positive, despite them not being anywhere near each other for hours?

In any case they arent going to stop someone leaving the country, as you said.

What are the implications for the people they are visiting?
If these people  are vulnerable are they willing to risk infecting them regardless of where they were vaccinated. Not needing to quarantine doesn't man you should risk infecting others.
  • Surely thats a theoretical question for anyone going to visit them, and not just people from abroad.

yes, if they have been advised they are a close contact , which is what the question is about.

We flew back from Cyprus early last Thursday morning.
This Thursday evening we were emailed by T&T saying we'd been in contact etc - a bit late really as we'd been doing normal real life stuff for a week!
Did (another) lateral flow immediately, all clear and a PCR on Friday afternoon which gave us clear results by 8.30 Saturday morning.
