It's the way with temporary posts - lots of people take them who would really like a permanent one and anyone advertising one knows there is a fair chance that whoever they offer it to will continue job hunting and may leave before the end. Unless maybe they offer the role to someone less likely to be able to secure a permanent role at that level - someone whose career progression really needs that short term role or they pay more for the lack of security. It will be a disappointment to the manager, but probably not a surprise.

Recruiting manager may have checked the current manager is happy to pass you on or agree a time scale to let you go.
