Complained to land owner and all retail shops there.

Responding in first instance with standard template.

    Also, thought this may be helpful. The guy was so helpful I asked him to send the correspondence.

    It showed him emailing Savills property management company who own the car park, saying:-

    '...We have received the below complaint from one of our customers, is there anything you can do to with this complaint?...'
    He then copied my furious email to them about how I was flabbergasted etc and how it's predatory.

    They replied:-

    Hi 

    We are happy to cancel any ticket that is issued to a customer, as this is not to target genuine customers.

    The customer needs to send the details of the ticket, reference number etc, so we can get this cancelled.

    It goes to show how the actual managing agents of the car parks hate this behaviour. Like you say, Plan A strikes again!🙏

    A vehicle keeper can be held liable if the NTK confirms to the strict requirements of the PoFA 2012.
    If the NTK fails to arrive by or within the prescribed timescales (that differ depending on whether or not a NTD was issued), or does not include certain mandatory wording, the keeper cannot be held liable, only the driver.
    In those circumstances it is imperative that the driver's identity is not revealed.

    What makes it non-popla?
    It's non-POFA not non-POPLA and it means the NTK was not compliant with the rules set out by POFA.  See here for POFA and check it yourself even though it is over for you and is an academic exercise, it might be useful if there is ever " a next time".
