Letter of claim Dcb legal 4/11/21

Hello all,
I hope you can help. I have received an loc dated the 4th november. Amount due £160. The original pcn was 16/09/17.
I Have ignored all correspondence until now. In the process of sending a SAR to ukpc, just wondered can I use the loc as proof of identity? 🤭
Also will be emailing dbclegal to ask for the 30 day delay due to debt thingy (can't remember what the actual term is).
This is my 2nd pcn that has gone this far so I know a bit but have forgotten a bit also. Really just starting the thread so I can get some experts help. In case I miss anything.

I have also contacted the landowner JLL this evening.Hello JLL, over 4 years ago I parked in stevenage leisure park. On the * of * I received a letter of claim from dcb legal, on behalf of UK parking control. The ticket was issued because my car was parked across two bays, but the leisure park was extremely busy that day according to the driver, so this was the only space available around the back of frankie and bennys restaurant. The bins from that restaurant was taking up half of the space so the driver parked next to that. Then checked in the restaurant to see if this was acceptable, because they were eating at said restaurant. The manager replied positively saying that this was OK.As you can see all basic avenues were seeked that day, which were backed up by the manager of the eatery whom the driver was visiting. Now 4 years later I am potentially going to have to fight this ticket in court because I am the registered keeper, but even if it was me driving that day. I would still consider this circumstance completely unjust.Could you please do all in your power to see that this ticket can be removed.I am trying to find a new job at the minute, and do not need my time taken up with trying to fight an obsurd parking fine from 4 years ago!Please could you let me know your feelings on this matter.Kind Regards**

It can only be a feeble attempt of double recovery which is abuse of process.
DCBL do not understand the codes of pracice in 20171 -

Stevenage Leisure Park has always been a nightmare! It was previously a clamper's paradise and since UKPC have took it over its not much better. I know from someone who is local that they instruct their attendant to hide near the bridge and watch people leave the site via going up to the station (many probably just wishing to use the cash machine or buy cigarettes or a paper from the station shop). But as soon as they are up the bridge its game on for UKPC! Then there is also cases like yours where people are unlucky because they've parked just over a white line or other petty things. I will never use this site again because of them. I've not been stung - but in solidarity to others I will not give them Leisure Park my custom.4

Have you written bad stuff of the park website aand tripSdvisor? have you complained to your MP?You never know how far you can go until you go too far.2
