Hi, I have received a PPI payment this year , I also received one payment last year and payed the very well know company their fee which was 39%.
I am right in thinking the Fees have now been capped at 20% plus tax.
Also do I have a legal obligation to let the PPI company know I've received this payment or is it up to them to contact me.

The fee cap applies to contract signed after the cap came in. If you signed yours earlier, it will be whatever fee you agreed to.
Your contract will almost certainly say that you need to inform them if you receive redress from the lender.1
