Unable to get a verification number due to change of address (over 28 days). How to appeal to POPLA?

I am disputing a PCN from 2018. I have read the newbies thread but I am struggling to find a post that mirrors my situation.
We hired a van to move house with. Until recently, we had no idea about this charge, a letter from DCB (Legal) arrived and I immediately applied for a SAR from CP Plus/Nexus. I have received the information back and it appears that a number of letters were sent to our old address, in 2020, the matter was escalated to DCB (Legal). So I applied to try to get the verification number even if it is beyond the 28 days and they are having none of it. They tell me to just contact DCB (Legal) Now their evidence can easily be disproved as it does not show the vehicle actually parked (it was driving in and out) and we left the car park and returned twice within the time that the images were captured. Sneaky! A name was spelt incorrectly details on all the notice(s).
I informed DCB (Legal) when I applied for the SAR but what is my next option from here?

If the named potential defendant wasn't driving then they have an absolute defence because CP Plus don't use the POFA. Maybe the family were sharing the driving on these trips?
2 or 3 visits is also a defence unless the allegation is parking without a permit. What was this PCN for?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The defendant (surname spelt wrongly) on the notice was doing the driving at all times. However, the PCN was for exceeding the free car parking over the 2 hour limit (moto). This simply did not happen, we were well within the 2 hour limit each time but we were driving up and down the UK and took a break at the same services within that period (8 hours) as it was near our new address.

Sounds like the famous 'double dipping' , where the unreliable ANPR systems in effect go from first arrival to last exit. My understanding is that these are good to defend against. The real experts on here will no doubt tell you exactly how.The pen is mightier than the sword ..... and I have many pens.2

No I haven't as yet. The MP represents the same area that covers the PCN so that will be worth a shot.2

You are not stuck with this. Double visits counted as one are a known fault of ANPR.
Provide evidence now, that you were moving house from A to B that day - and do any of you in the vehicle have Google Location enabled that tracks and stores your travels on that date? Even if not, just provide evidence of the move and state that you were at that services more than once that day.
State that this is a known ANPR error of the system and something very basic that consumers reasonably expect not to happen with any purportedly 'professional' parking firm (it is a data breach in fact). It is so important that the BPA expects double visits to be picked up if an AOS member can be bothered to carry out what are meant to be mandatory human checks to find any 'orphan images'.
Demand that they explain why they failed to carry out those checks. Insist on cancellation and an apology.

I have written to MOTO following the thread; I genuinely missed it first time around. Thank you for your advice. I will write to my MP if I get no joy from this and the BPA as Coupon-mad highlighted that this is a data breach in regards to 'orphan images'. We do not have any google location tracking sadly but we do have this house contract signed and dated. The dates will correspond exactly.
I will keep you informed.
