The road is a highway TfL are responsible for maintaining. It would be unlawful for a member of the public to either steamroller tarmac over the manhole, or to put any form of trench cover over it. It would be classed as 'unlawful interference'.
Besides, the noise and vibration from vehicles bouncing over a trench cover would be as intrusive as them bouncing over the manhole.
