Permit Parking Area vs Controlled Parking Zone

Hi,
I recently parked in good faith on the side of the road in LB Sutton. There were no yellow lines, and no sign on that side of the street indicating that I was not allowed to park there.
I received a ticket. This is evidence of where the car was parked when the ticket was issued:

I appealed the ticket informally and Sutton have replied. They state that there do not need to be marked bays as this is not a Controlled Parking Zone (CPZ), but a Permit Parking Area (PPA). Their letter states:
There are signs at the entry points to the PPA which state “Permit holders parking only past this point. Except in signed bays” and end signs stating “Permit Parking Area ends” at the exit points. There are also repeater signs throughout the PPA. In a PPA there are no bay markings for permit bays however a permit is required to be displayed, during the controlled hours, in any vehicle parked inside the boundary of the area, as designated by the signs.

This sign was present, but it was on the other side of the road. In the absence of marked bays or a sign on my sign of the road, I did not expect it to apply to where I had parked.
I did not see any signs at the entry point, and they have not submitted any evidence that there was one.
I see that my option is now to make a formal challenge, which I intend to do. I wondered if anyone could help. I had some questions:
1. Has anyone heard of a PPA? I was genuinely baffled as to why I received a ticket.
2. Does anyone know where in legislation or guidance the rules about PPAs are set out?
3. I think I can win this on the basis that the sign they submitted as evidence is ambiguous in terms of where it applies to, and they have not submitted evidence that there was a sign at the entry point. Is lack of evidence submitted by them a good enough argument? There may have been signs at the entry to the area that I missed. I could go back to the site to check.
Any advice would be gratefully received.

It will be like a CPZ (controlled parking zone). You can look at the maps of any Council's CPZs online and can read the relevant Traffic Order but pepipoo will advise in detail.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
