Free pre paid card I have no intention of using or adding to

Can anyone recommend a free pre paid card that I have no intention to use? I see a Tesco one recommended, but my wife has a Clubcard and I use that, so don't have a Clubcard myself.
My reason is I recently set up a google play family account (which requires a card be added) and it won't let me limit my kids from making purchases, so my idea is to switch the payment method to a pre pay card with no balance.

I don't know the answer to your question. Most will carry fees of some sort.Have you explored Google's support on limiting family member purchases? https://support.google.com/families/answer/7039872

Sadly it only lets me limits in app purchases. I cannot select the all purchases option. While signing up for it I'm sure it mentioned something about "waiving refund rights". The learn why option takes me to the page you linked, which doesn't explain why some options are greyed out.

You could open a Monzo account and keep the balance at zero?1

Never had one or been tempted tbh.
I use HyperJar for similar purpose to OPs requirement and freeze the card in app once added.
No chance of kids inadvertently charging the card then 😁2 -

Are you aware you do not need a card linked to a google play acc?
Personally I would sent each user up with their own account. Then if your family want to use their account to buy something. They can just go and get a card from supermarket to top their account up.Life in the slow lane0 -

Thanks for the suggestion of HyperJar. I will have a look in case the revolt option doesn't work out. I haven't linked a bank account to revolut or deposited any funds, so good luck to them trying to get any money out of me.

You cannot go overdrawn on a Revolut card. It does not have an overdraft facility as it is a prepaid card.
The other advantage with a Revolut card is that you can temporarily freeze it to prevent the kids spending on it (or if you lose it).0
