Iv seen posts on this subject but not recently or the same.
i paid a speeding fine of £100 Feb 2019 and sent my licence back but never received a new one ( same with my husband) then i noticed a refund in my bank with no letter or email or anything, so not sure why or what to do, others say you get a summons?

You would not receive a new licence. You would only get your old one back.

I would check your driving record online if I was you. If the offence took place at the beginning of 2019 any court action that may have been taken would have been completed by now.

I'm surprised you have not heard anything about this. The usual procedure (if your licence is not received) is to launch court action. If you were found guilty in your absence (because, say, yo received no notification of the court proceedings) you would not only have had points imposed, but also seen a fine and costs imposed as well. If you received no notification of this (and so did not pay as ordered) the matter would normally go to bailiffs. Have you moved in the intervening period? If you haven't, either a lot of post has gone astray or it's a simple error. If you never had your licence returned have you made any enquiries about getting a new one?

Go online and and do a licence check and see if the points were actually added, it could be they failed to process it in time / prosecute. When this happens they refund the fine an there are no points.

If you have had more points added you will also see them.
