Refund outside window for Paypal or card charge back due to Covid

Hope someone can offer advice on an issue regarding concert tickets purchased in December 2020. I bought tickets as a Christmas gift via Twickets for a concert scheduled for spring 2021. Original concert was rescheduled, then rescheduled again and is now next month. Twickets seller no longer responds to emails so I contacted Twickets who tell me they can't do anything and it's too late for Paypal claim so I need to do charge back against card used on Paypal, Bank tells me I am also outside the window for a charge back. Can anyone advise if there is any way to get a refund?

Do haven't said why you want a refund when the event is still going ahead? Booking in the middle of Covid you presumably were aware that it could be rescheduled.0

Would you prefer your tickets? Lookng at Twickets T&C's it does seem there is a dispute resolution process.

Since my earlier post, I have managed to find out that the seller has requested/obtained a refund for the original tickets but not issued this to me, so it's now more a fraudulent transaction than a consumer rights issue.0 -
If the seller isn't responding to you, how do you know they have a refund?0

Do I understand correctly? You bought re sold tickets from a person through Tickets. . That person has not sent you the tickets and you have now found out that person has claimed a refund on the tickets.0

Gigs and Tours only allow their tickets to be resold via Twickets, there is a direct link on the account page to resell this way,

Twickets advised me to try and obtain refund via Paypal or card charge back, both are outside the window.
I went through all my communication re the sale and found information seller had sent me to prove she had purchased the tickets, I accessed the account and discovered she had requested/obtained a refund from Gigs and Tours in February 2021.0 -
