Green Homes Grant - Local Authority Delivery Scheme

Having missed out on the governments Green Homes Grant scheme i was delighted to find out that my local council have a scheme delivered by EON, measures included external wall insulation and solar panels both of which were of an interest to me. The usual eligibility criteria applied as did the criteria that the house needed to be of EPC rated E, F or G. If you didn't have a rating then EON would arrange a survey. I was applying for my mum at the time as my household income was just above the criteria. However, when speaking with the surveyor at my mums appointment i found that actually the eligibility was different for our LA and i could apply. Great news for me and so i applied. As i didn't know the EPC rating for my property at the time; a surveyor was arranged who carried out a detailed assessment (which took a considerable time), I was told that i should expect to hear from EON in 4 weeks time. After 4 weeks and no news I rang EON for an update only to be told that i shouldn't have been given any timescales and to wait another 4 weeks. Anyway, after several calls to try and find out what was happening about my application and being told that another team would get back to me; I was recently told that i was not eligible as my house was EPC D rated.Which was also different to the information i received from the surveyor as he had information to say EPC rated D - G were eligible. So after all that time, effort and resources, my application was was deemed pointless. I later found out that my mums house was already D rated so i couldnt understand why her survey was done either. From talking to the surveyor he informed that the majority of his houses he surveyed where D rated. 

My understanding from the council is that surveys have continued to be made as it is the government that are paying for this. The find on the LAD scheme has ran out and they are hoping to bid for further funds from the central government. What is puzzling is the fact that the government are paying for surveys when the they could potentially using the funds to provide the measures required.

I'm hoping that someone or the Team know what is happening...

    So did you or your mum get the work done or not, it's not very clear.

    If I remember correctly, it was only F ang G that initially qualified and then they revised it to E, F and G. I think the majority of homes are D rated or above, the scheme is targeted to uprate the least energy efficient homes,

    Neither one of us have had any work carried out. 

    There are a number of properties in my area that have had external wall insulation work carried out through the government Green Homes Grant voucher scheme all of which are D rated properties. In fact they didn't have any surveys carried out only that someone came round and took photos of the property. So the theory of being E, F or G to qualify is not accurate.

    As far as I know Energy Performance Ratings were not part of the criteria for the Green Homes Grant scheme. I have the Energy Performance Certificate for my house dated January 2018 with a C rating. The top two recommended actions are to install LED light bulbs and to install solar thermal. I have done both. The first cost me about £100 for 30 LED downlighter bulbs to replace 50w Halogens. The second I have successfully obtained a grant from the Green Homes Grant scheme, £4,435.20 being two-thirds of the cost of the installation.

    EPC rated E, F or G criteria was not part of the Green Homes Grant Scheme, which was open to anyone, however, the Green Homes Grant - Local Authority Delivery Scheme as per the title, is a different scheme where as stated has an eligibility criteria applied that the house needed to be of EPC rated E, F or G.

    Yes, thats is correct but as per my original post, i cant understand why surveys have continued to be made on houses that are already D rated and hence do not qualify. Surely, that is a waste of resources as the government are paying for these surveys. Doesn't make sense...unless I'm missing something
