Warm Home Discount and octupus - rules changed or octopus different to BG?

Last winter I was unemployed and on UC, the application process for the warm home discount through british gas was hassle free. 
This year I have started a little casual work and Octopus have filtered out my application with a 2 question web page.  My income for this tax year will be below 10k, the govt sites talks of income levels of below 16k being within the broader group. 

Are octopus in the right, in the wrong or is this an in their discretion sort of thing?

    If you only qualify under the broader group, then the supplier sets their own eligibility criteria.

    Octopus Energy are this year matching Avro Energy previously apparent very generous criteria for Broader Group

    I qualify for the prescription exemption, I think.  My income so far this year is under £5k including UC payments.
  • Looking at the criteria for the WHD I can’t see how you would not qualify. It’s very generous compared to most.
