Basically, you have the right to sue him in small claims court.
There are several steps to go through before you reach that stage. You may not win your case and even if you do you may not get any money. Only taking it to court is a right, winning and being paid are not.2 -

You need to do some more investigation. If it turns out that the plumber was negligent, then you have grounds to go back to him and chase for a remedy, but on the strength of what you've told us, it looks doubtful.
If not I am not surprised that they do not want to engage
