    Yes I take this on board and similar comments from others. My query was more from a consumer rights angle though, which is why I posted it on this forum. I've confused things by giving so much detail in my first post. I appreciate the responses but that's not what my question was about. 

    Basically, if a tradesperson has completed work which if faulty (let's assume for the purpose of the question) and is unresponsive when you try to resolve this, what rights do I have and what action should I take?

    Basically, you have the right to sue him in small claims court.

    There are several steps to go through before you reach that stage. You may not win your case and even if you do you may not get any money. Only taking it to court is a right, winning and being paid are not.

    Missing  yes as often recommended on the forum an LBA may shake him up .
    Letter Before Action/ Claim , google for templates .

    This supposes that you have an address for him. Without that, you cannot serve a claim on him.
    No free lunch, and no free laptop ;)

    You need to do some more investigation.  If it turns out that the plumber was negligent, then you have grounds to go back to him and chase for a remedy, but on the strength of what you've told us, it looks doubtful.
    So my question would be, re: chasing him for a remedy, how do I do this if he won't answer his phone? 
    Are you happy to offer to  pay the plumber for their time if they come round and find the leak was nothing to do with their work ?
    If not I am not surprised that they do not want to engage
