Is this likely to be a faulty Dimplex storage heater thermostat?

I installed a second hand Dimplex XLN24 storage heater earlier in the year, checked it came on OK and off again, but not had to use in earnest until now.  It's just getting warm, not as hot as the other heaters on the same input, we have a number of Dimplex NSH's.  Attached is a photo of the thermostat, I'm assuming that the scorch marks are likely due to a bad contacts which may be the problem and should be replaced?

Thanks in anticipation

It’s possible to clean the contacts but replacement should be fairly straightforward. Depending on how many elements in the NSH it could also be a faulty element.
