How to get a partial refund on goods bought, paid with credit card through PayPal.

I ordered some car parts UK based company, all apparently ‘in stock’ over four months ago. Value £50. Some parts arrived within two weeks, much slower than promised and needed prompting. The email said order complete but when I opened the box there was a hand written post it note saying one item was ‘to follow’. So kept my money and invoice appears to be complete when it isn’t.  An email enquiry answered would be sent in a few days. That was four months ago!

Several chase up emails from my side and finally ‘they are in!’ but nothing received then told sent a few days ago then said would send ‘another’ lol. A look at trustpilot shows a many year history of taking customers money for out of stock items that never get fulfilled and very rarely any refund plus several company name changes, but same owner. Does supply a few items when in stock but very odd business dealing with basically repeated lies and false promises. It was something that needed to be supplied in a timely manner, not four months and still waiting. I sourced it elsewhere and arrived next day!

The amount I am owed if the item doesn’t arrive in a couple of days is only £7 compared to hundreds owed to others but I would like a refund as I don’t like being ripped off. 

So my question is am I eligible to claim a refund for an amount under £100 through either my credit card or PayPal? I believe I would have to give the scammer, I mean seller, 15 days to refund after a request. Would I approach my credit card company or PayPal which I selected as payment method?

Any help appreciated, first time I’ve had to consider doing this as most companies are honest but this one is clearly about 10% honest, 90% devious unethical liar.

    Your best bet will probably be to attempt to claim via PayPal, but if the bulk of the order was delivered four months ago then you may be out of time for them, and certainly would be for claiming via your card company....

    If you paid with your card linked to Paypal (ie paid with Paypal) then your route is Paypal, not the card.

    Paypal timescales are 180 days. Credit Card 120 days.

    Credit card will be from date they said it was in stock. But will only claim from PayPal who could reject. 
    Far better to go via PayPal.

    Also if going via CC you will need a invoice that shows the breakdown of costs of each item. Especially the item you did not receive. Or it will not even be attempted.

    Cant believe his business is allowed to continue as trustpilot and online forums show rip offs going back over ten years! 
    If you saw these reviews before buying but went ahead anyway then more fool you!

    If you bought without checking reviews first then you perhaps typify this business's customers by only looking when it's too late....

    Trustpilot is a waste of time... Now.

    You can open a dispute for goods not arriving with paypal, they will then contact the seller. Just follow this
