Penalty Charge Notice (don't know if a hoax)

Found a yellow sign stating "Penalty Charge Notice Do Not Ignore" inside a clear wallet on my car when I got back to a park and ride site today.
I had paid for my day ticket using the app the site insists on, boarded the bus no problems. Correct registration entered on App - Car parked correctly in bay etc.

But it has no paperwork inside. ? It's been a while since I've ever had a ticket, I thought they would have to give more details?

Thanks for any help. I've just never had any issues with a P&R and a bit unnerved.

    Check the parking app and bank/card statements to see if a payment was actually taken.
    Take photos of the wallet if you still have it, and don't throw it away.

    I suggest you then wait to see if the registered keeper receives anything in the post. If it's a council/police issued penalty charge then you will need to visit pepipoo.com as they are the experts for that sort of thing.
    If it is from an unregulated private parking company then come back here.

    If it's somewhere you visit regularly or near where you live, take photos of the site and signage including the entrance and the place where the vehicle was parked.

    Is the P&R site a private car park, nor Council?  If so, then a PENALTY charge is a hoax as it could only be a PARKING charge.

    I could understand if the thing was dirty and had flapped round the car park as to how contents are missing as to it accidentally landing on my windscreen but it has definitely found it's way under one of my windscreen wipers.
