HX Car Park Management - ANPR - PCN - Overstay

Hi there,
Sorry if I have misunderstood anything from the newbies thread. I am posting just to make sure I don't do the wrong thing.
As the registered keeper of the vehicle, I received a Parking Charge Notice (attached as pdf) alleging an offense regarding an overstay of 27 minutes on a 3 hour maximum stay (free for the 3 hours), from a company called HX Car Park Management. (BPA Member but not approved operator, operating under IPC). This was located at Anchor Retail Park, TS24 0XR. I contacted Hartlepool Marina and another private company regarding the jurisdiction of marina byelaws on advice from another forum. The former has not gotten back to me and the latter couldn't help.
I am quite confused and have been offered differing information from two different forums, before finding this one and I think the information here seems more accurate and up to date. Therefore I am confused on the actions I should take, apologies for posting.
I will also attach photos of the signage and entry to the car park. Apologies for the small print being cut off from the photo, I quite literally couldn't get it all in frame and close enough to be readable.

In this PCN, on the second image (exit), the second half of the registration is not visible.
From reading the Newbie Thread, I have come to the conclusion that I should have firstly immediately contacted the shops in the retail park that the driver visited to complain. I have still not done this and I received it 19/10 (alleged offense on 16/10). I will contact the shops/restauraunt that was visited today or tomorrow.
Aside from that, I wasn't 100% sure whether to appeal to the company directly, as it in an IPC member. Do I appeal with the template in the thread?

There is no option here to attach a pdf attachment or a word doc attachment , only pictures
I doubt that any paperwork mentioned any offence , just a breach of contract , a contravention , a civil dispute that generated an invoice for breach of contract
The landowner complaint is your best option , it always is , because HX are not going to cancel no matter what you say !
The blue text template is used to appeal as keeper , no matter who is the claimant , expect a rejection , there is no profit in acceptance. The first appeal is ALWAYS done , regardless
If bylaws exist , then it's not relevant land , in which case POFA has no bearing , it never does when bylaws exist , like ports , stations and airports

I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
