They are not any one company, so they may have a trade body, or possibly it is all down to the Mayor?0

Most black cab drivers are self-employed individuals, although they are licenced by the local council. Depends what you're trying to find out about, but TFL is probably a good starting point : https://tfl.gov.uk/modes/taxis-and-minicabs/

If you've got the cab number you might be able to contact the driver or operator via TFL as they are the licensing authority for Hackneys in London. There's no chance otherwise; a Hackney carriage is, in essence, a self-contained small business. Most drivers are self-employed and own their taxi plates. There's no boss above the driver and no company for him to work for, he owns or leases the car and touts for business in accordance with his licence conditions.0
