The used flights and the 'emergency' (I'll call it that for the sake of clarity) flight for return may well be insurable if not sorted by the agency, but if facilities weren't available, the rest will likely be due back to OP, however this will be a long winded debate on which hotel facilities may or may not have been available which I'm willing to have, but don't believe at this stage pushing for the hotel to not be fully refundable will help the OP.
In addition, any excursions not used will be refundable, with arguably any changed significantly to be so too. Most companies operating them (this is my area) have rolled cancelled bookings over for agency clients for re-sale, however it will be conditional on the client being refunded so the agency isn't refunded twice. Refunds were available on request for us.💙💛 💔1 -
