You sound surprised, most airports have charged for years.

Drivers entering the zones must now pay the £5 charge on the day or by 11.59pm the following day, otherwise they will be liable for an £80 fine
You can be fined up to £80 if you fail to pay
you could be charged an £80 fine

Heathrow is the last major international airport in England/Scotland to bring a charge in, I didnt include Wales as I dont believe Cardiff charge, although not many airlines actually use it.

Yep, I’m only surprised it’s taken Heathrow this long to start charging.

Whenever I have dropped someone off at Heathrow, it’s not unusual to see cars waiting in the drop off zone, one person in it, no signs of them moving off.  It looked suspiciously like they were waiting to pick up passengers but didn’t want to go into the short term car park and pay.  I think you were at risk of being fined for doing that but presumably some people thought it was worth the risk.

But with revenues probably having fallen off a cliff in the last 18 months it’s no surprise the airport is looking at everything they can to claw money out of people’s pockets.

Although the Heathrow website tells us it's actually a Parking Charge Notice:-

It's all part of the "attack motorists" programme

Heathrow is in terrible financial problems and this charge is just a drop in the ocean for them.
It won't cure their problem but it might help pay the huge interest charges levied by their banks

The problem they have is where do they get money from. ..... If they levi airlines, they will move to other airports, and with Easyjet, Gatwick has become a no go area

Whilst I do not agree with this hidden tax on motorists, there is little we can do but avoid Heathrow

On the plus side, with Heathrow vomitting debt, they cannot afford the 3rd runway

If you live anywhere in London and surrounding areas, it's much easier and cheaper to get to Heathrow by train. The Piccadilly line has three stations within the airport complex.
