Change of address during appeal

Hi sorry to start a new thread but can not find right answer I need, 

I have recently received parking charge from national parking enforcement ltd, on a residential estate the signs are not clear obviously, but when you get close enough to read they state vehicles have to be parked with in bays, and not anywhere else.
 The charge was given by a camera which recorded the vehicle being unloaded for an hour there cctv footage clearly shows this, the signs say nothing about loading or unloading they just include the parking rules ie perk in bays, I wanted to know if loading and unloading is classed as parking or not? And also since by first appeal that was rejected I have changed address so want to know if I should inform them and TNC DEBT RECOVERY who are now texting me to pay up, of my new address, or is it down to them to track me down if they want to take me to court, which I am happy to do as I have done with previous charges with help from this wonderful forum and won the case.

any advice would be much appreciated thanks.

    You need to find and read info about the Jopson case , loading and unloading ! She appealed and won , so her case is used in cases like yours !  I am surprised that you found nothing about it , because it is mentioned regularly on here and was in the media , press etc

    Inform the DPO at the PPC npe about your new address , with proof , telling them to erase your old address , to avoid the strife caused by a default CCJ at the old address

    Thanks for the reply I will defo read through sorry to sound fully but you say inform inform the DPO at the PPC NPE what does that mean thanks

    NPE = National Parking Enforcement Ltd - from your opening post.

    DPO = Data Protection Officer.

    PPC = Private Parking Company.

    Those last two, along with other commonly used abbreviations, are explained in the fifth post on the NEWBIES thread.

    Thank you and should I also inform TNC DEBTOR who are now sending me texts demanding payments or is telling the enforcement company by email sufficient?

    As mentioned above , you should acquaint yourself with the newbies FAQ sticky thread near the top of the forum in announcements , especially posts 5 and 2. You told us that npe were involved !

    I'd say not but it is a matter of fact and degree and you are not at appeal stage.

    The only important thing to do is deny the debt and tell NPE to erase the old address and to tell their debt firm contractors.
