Moving banks and offered credit card

Hi,
Recently I have decided to move from one bank to another due to continues frustrating experience I had with one of them. However, before that happened I called that bank and had my Credit Card draft on paper delivered to my home at which point I have decided not to proceed further because of crappy experience I had with the said bank. The Credit Card documentation had written that I need to sign it and return it within a specific time frame which I haven't.
At the moment, I still have accounts with both of the banks but I'm slowly testing waters and most likely will permanently move to the new one. That being said, at the new bank I don't have any visible cashflow as of yet. As I was offered my first Credit Card at my old bank, I would want to take a credit card at my new bank instead. Can someone explain what are my options as well as how banks check at their bank-end how I'm eligable for a credit card ? Do all them banks have a unified system that is shared or is that dependant on the bank itself and my payments history ?
As I mentioned in another post, I'm very green and new to finances so I will appreciate if you guys have a bit of patience with me

Try a eligibility checker to see what you might be able to get. Contact the bank who accepted you for a card to see if there's any way you can still take it.0
