A browse on HL appears to have found the answer.
Important - By law certain stocks must have a Key Investor Information Document / Key Information Document available before investors can purchase them. The party responsible for publishing the documents have not made them available to Hargreaves Lansdown for this stock and so it cannot be purchased. We apologise for any inconvenience caused.

Thrugelmir has provided the key piece of information, the result of an unfortunate piece of EU law (MFID I believe). Perhaps you could write to your MP asking them to remove this restriction.
Incidentally, one of my platforms (Fineco) does allow clients to invest in these securities, but only after providing evidence of being a finance professional or sophisticated investor.

Stake might. What it says in app is, "Under European law, only accredited investors trade US ETFs. To apply for access you need to have a portfolio value of at least US$30k." I only deposited a minimal amount in order to test it and receive a free share so I cannot confirm whether you really can or not but VUG does appear as an available ETF. I'd look into what, "accredited" means, too. Probably the same as Fineco.0
