POPLA appeal query Civil Enforcement Ltd

I need some help please!
I appealed a NTK from Civil Enforcement Ltd and the appeal was refused.
I have read the 'sticky' and POPLA appeals thread but am somewhat confused.
After reading the 'sticky' I did not use the Keeper Liability defence as the NTK included the necessary information which is required (I went through this with a fine toothcomb!)
So, my appeal related to evidence of the car being in the car park, evidence that no ticket was purchased, evidence of landlord authority and clear signage. (CCTV in car park)
The appeal was refused. No evidence was actually provided.
My main question is this:
Do Civil Enforcement Ltd have to provide evidence after being asked for it (ie from me)?
If they later provide evidence to POPLA and my appeal is unsuccessful then the 'fine' will be £100 instead of £60! (I know if the appeal is unsuccessful I have further options)
Basically I feel the onus is on them to provide evidence of my 'crime' and in not providing it when requested puts me in a worst position financially if they then provide the evidence later.

No they don't , evidence time is after your Popla appeal has been submitted
It's not a fine , it's an invoice
