Parking ticket from PCM UK Ltd

I need some advice and help please. i recently got a parking ticket from PCM UK LTD when visiting a relative in a flat owned by Brent Council. My appeal to the IAS was unsuccessful. There were no markings or signage regarding where I parked. PCM is now demanding £100 or they will be sending the bailiffs

    They cannot send the bailiffs, so forget that. This invoice does not have the force of law, and unless/until it has been to court and a Judge says you owe it AND THEN you do not pay promptly there will be no CCJ and no possibility of bailiffs. Listen to the experts here and you will be able to sleep nights !!

    They cannot send the baillffs unless you act as above/   Please read the newbies, it expllains almost every thing you need toi contest this.  Please also complain to your MP.  
    You never know how far you can go until you go too far.
