Something is missing here.
Income based benefits are generally non-taxable and as such, are never reported to HMRC. Only taxable benefits (normally contribution based) are reported to them.
While HMRC allocate a tax code to the DWP for taxable benefits, DWP do not ever operate the tax code.
You've mentioned a lump sum payment. If you need help understanding it, can you please provide a clear and concise list of all income you will receive during this tax year.

This is my situation.
I have closed my ESA claim on October 22
On October 27 I received a letter from Dwp saying I had been paid about 3000.in this financial year in ESA .
A day letter I receive a three part form from HMRC one copy for me, two copies for my new employer with no financial numbers on it, but with a tax code of 269 l. I speak to them and they say my code is based on a mysterious amount of 9000 that has appeared against my account this year. Not true I dont work I'm severely I'll. I receive PIp but that is not included either..
My substantial lump sum I have just received on October 22 is over the £16000 savings limit allowed to have for income related ESA which is why I closed the claim. This is an I'll health pension payment which has been paid to me and its tax free, as per HMRC rules, it tax would have needed to have been deducted it would have been at source.

You are mistaken there. HMRC only issue P45's in two situations.
When a member of (HMRC) staff leavesOrAfter someone has made an unemployment tax refund claim i.e. stopped work for a few weeks but might work again later in the same tax year so need an updated P45 to reflect the fact a tax refund has been made.
If you post the tax office reference from the P45 it will be possible to determine who issued it (almost certainly DWP).0 -

I'm bloody confused.
You are indeed correct it has a reference of ESA500, but the forms are on HMRC letter headed paper work. If the DWP provided the paperwork they have no right to construct a dodge tax code.
If they didn't which I presume they didn't because having spoken to.hmrc they are going on about this 9000 pounds.
So are we saying that dwp rang the tax office had a chat and came up with the code all within 24 hours.
It's a bloody miracle all this happening so quick.
