Parking charge

I went to my GP surgery the other day and was there for 15 minutes having to sort out a paper copy of my prescription due to the pharmacy's system being down. Today I received a 'Parking Charge Notice' from Parkingeye asking for £100, or £60 if I pay within 14 days. The letter says there was plenty of signage and that I was supposed to register my number plate inside the surgery. I didn't notice signs (it never occurred to me I'd have to pay to park outside my surgery, particularly for a short visit, so I didn't look for them) and no-one inside the surgery mentioned registering my number plate on their system.  Do I have a case to dismiss this, or should I just pay up?  It seems extraordinary to me that this has become a thing - maybe the surgery should have let its patients know when they moved into their new premises.

This sounds like good old Stamford Medical Centre, Brighton?  Or similar.  You don't PAY to park.

All you need to do is complain to the Pharmacy Manager and get them to cancel it.  They can do that.  It us their snd PE's fault for lack of prominent signs inside the pharmacy about their numberplate-exempting keypad.

And then appeal to PE with evidence of what the driver was doing and an email from the pharmacy if they will send you confirmation you were there and they want it cancelled.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
