VCS Multiple Delayed PCNs - Liverpool Innovation Park

I just wanted some advice if possible. I have seen a few of us have unfortunately received similar PCNs at the same car park and wanted to know what everyone's thoughts are.

This is the first PCN I received which is dated 23/8/21, referencing a supposed contravention on 8/6/21. This was over 2 months later and consequently there was a significant period whereby further contraventions could potentially have occurred. There have subsequently been a further 12 PCNs issued retrospectively, all pre-dating 23/8/21 when initial contact was made by VCS (some of which have been issued 4/5 months after the supposed contraventions).

None of the PCNs were issued within 28 days and no ticket was left on the car. I am at a position where initial appeals referencing POFA have failed and the first few PCNs have been forwarded to debt collectors.

My major concern is that with each deadline that passes the charges increase (from £60 initially to £160 right now) and given the complete unwillingness of VCS to compromise is it worth just calling it quits and minimising the hit by paying up at the first stages rather than deal with the constant hassle and hounding from them as well as potentially triple the charges in total. 

Particularly cautious given the fact I feel as though they won't relent with the prospect of 13 charges.

Any thoughts or suggestions on how to handle this?

    They have added what appears to be an extra unlawful amount for debt collection. Judges have dismissed an entire claim because of this. Read this and complain to your MP.

    Excel v Wilkinson

    At the Bradford County Court, District Judge Claire Jackson (now HHJ Jackson, a Specialist Civil Circuit Judge) decided to hear a 'test case' a few months ago, where £60 had been added to a parking charge despite Judges up and down the country repeatedly disallowing that sum and warning parking firms not to waste court time with such spurious claims.   That case was Excel v Wilkinson: G4QZ465V, heard in July 2020 and leave to appeal was refused and that route was not pursued.  The Judge concluded that such claims are proceedings with 'an improper collateral purpose'.   This Judge - and others who have since copied her words and struck dozens of cases out in late 2020 and into 2021 - went into significant detail and concluded that parking operators (such as this Claimant) are seeking to circumvent CPR 27.14 as well as breaching the Consumer Rights Act 2015.   DJ Hickinbottom has recently struck more cases out in that court area, stating: ''I find that striking out this claim is the only appropriate manner in which the disapproval of the court can be shown''.

    Do an appeal for each one stating that they can't hold you liable because their NTK was too late for keeper liability.

    Then same at IAS stage, even though it's well reported to be a kangaroo court - futilely go thru the motions anyway.  You never know.
