Levelling floor before laminate fitted

I need to prep a floor ready for laminate flooring to be installed.
The floor is in 2 sections, as it was previously a dining room and a coal shed that has had the diving wall knocked down.
One section previously had tiles down, which I have removed due to cracks. There appears to be a black (bitumen/tar?) adhesive that is difficult to remove under the tiles.
The other section was concreted (screeded?) to the level of the tiles, so is now 3mm higher after they were removed.
I am not sure if the tiled area needs to have a DPM/bitumen applied before it is screeded, or if latex screed can go straight onto 2 areas to make them level.
Any advice welcome.

I think the black area is tile adhesive as this looks the same sort of thing I had when we lifted our floor tiles. You can use a concrete sealer then apply floor leveling compound which can deal with 3 to 10mm varying floor depths. If you apply floor leveling compound you need 2 people as trying to do it on your own is a nightmare.
