Network connection problems - slow response

I am unsure if this is due to changing totally to Vista or the MSE site problems, but it does not affect just MSE.
Whenever I boot my PC either from a shutdown, or a hibernAte, the network both wired and wireless connects to my router without a problem. Emails can be received, and Hot Deals site responds immediately. However MSE, Yahoo, MSN do not and just sit there. Eventually MSE does respond the the header is not displayed properly and the text is not formatted correctly.
I have found that if I disconnect and the reconnect the wireless connection, or disable and enable the wired connection, the the connection of the web is fine. Also my network printer does not work until I have done this. I only have to do it once after I have logged on.
I am running two Vista PC's one Vista business, one Vista home , IE7, a Draytek 2600W router, and BT Business broadband. The Draytek is getting on a bit now, it was one designed for both ISDN & ADSL, but to a fortnight ago (before MSE had the problem) it was fine.
Any clues techies?

I would be tempted to to disable WZC
Click on Start and Control Panel
Select Administrative Tools and then Services
In the Services box scroll down the list of Services (Local) until you find the service labelled WLAN AutoConfig and double click it.
In the WLAN AutoConfig Properties (Local Computer) box change the Startup type to Disabled
Click on Stop and once the service has stopped, click on OK
Go to File and Exit to close the Services window0 -
Two different reactions RRE
Laptop WZC set to Auto - disabled, lost sight of server totally. Had to put back to Auto.
Desktop WZC set to Manual and not started I beleive however disabled it, rebooted and got straight into MSE.
One down - one to go.

Even weirder now. Started the desktop this morning, didn't connect to the network as normal. I tried clicking on the network item and selecting connect to a network which saw my router but would not connect to it, tried to get into services, which was slow as it was still loading. When I eventually got there WLAN Autoconfig was set to Automatic, and during the the time it had taken to got there it connected to the LAN?
Can it change a disable command. I am used to this as I had to stop and start a SQL server for years at work.
