    Would he ignore a phone call?

    If he can't be bothered to respond to someone asking what gift he'd like, I'd be inclined to just stick some money in his birthday card and let him do what he wants with it.

    In this case that's what the OP did.
    Parents didn't have a clue and nephew ignored a WhatsApp message.
    His birthday was at the end of last year.
