Which business bank accounts can you open without photo ID?

It's a small company which has been trading for many years. The existing bank now wants photo ID which the director does not have and they are being unhelpful. They have been pretty useless for some time and he now wants to move the account, but many seem to want you to take a photo and have photo ID.
Can you think of any that don’t need you to do this?

Financial institutions are strict in regards to Know Your Customer and Anti-Money Laundering regulations. Would it not be simpler just to obtain photo ID?0
