What are my rights? Can I do charge back from my bank
Have contacted the eBay seller and was given the tracking no and told to contact rm eBay said the same not getting anywhere with rm was thinking of charge back. It's only £21 but do not think I should be out of pocket. It is harderthat tracking showed it has been delivered but not to me and eBay does not want to know

Speak to the seller - they're the one who had the contract with the courier and, ultimately, they're responsible for the item until it's been delivered to you. i.e. if the courier loses it, it's their problem not yours.0

My understanding is that your bank will not process a chargeback if there is any evidence that the item has been delivered - even if that evidence shows that it has been delivered to the wrong address...

That's correct. Did you pay from your debit card via Paypal? The reason I ask is that your delivery address may be substituted by what Paypal hold for you if a payment is transacted through them.
tl;dr - get the seller to confirm the address they used for sending the goods to you.Jenni x0 -

The only option is to complain to royal mail as the tracking system is not fool proof by the so many complaints about traking as delivered but not received. It is only £21 not worth the hassle but this is not right.

There's no point in the OP complaining to Royal Mail. The OP doesn't have a contract with them, only the seller has. Update after going back and forth with eBay and royal mail
EBay refunded me. Still not happy that the seller did not contact rm himself. As far as he was concerned it has been tracked as delivered and he was not interested
