Dealer hasn't sent V5

Does anyone have any experience of a dealer not sending the V5 off for a part-exchanged vehicle? We bought a used car in June, and part-ex'd our old one. Due to covid, the transaction was done at our home address and a colleague of the chap we'd arranged everything with came to us. I completed my part of the V5 but as the man that came didn't actually own the dealership, he said the other guy would complete the rest and send it off. I did everything needed for the new car, taxed it and got the new V5 within a week.
A month or so later, I received an MOT reminder for the old car and text the dealer to let him know and to check he had sent the V5 off. He said he'd look into it.
This September, I received a speeding notice for our old car!! I've notified the relevant police authority that I was no longer the registered keeper and they will now pursue the dealer, but they checked and as of that day I was still the registered keeper according to the DVLA.
I've since written to the DVLA and explained the situation but I've just noticed today we've still been paying tax on the old car. I hadn't noticed as I'm used to paying the DVLA monthly for 2 cars, and obviously still am. But I forgot I'd paid upfront for the new car!
Does anyone know how long it will take to get this all sorted? And am I likely to receive a refund for the tax paid since July?

It is YOUR responsibility to notify DVLA when you dispose of a car, not the dealer. Failing to do so can result in a £55 penalty reduced to £35 if paid within 17 days. Failure to pay may result in prosecution with up to a £1000 fine. Good luck with the police not coming back re the speeding as you were and still are the registered keeper. Also getting the tax back will likely be a struggle. When I traded my car I came home and filled in the on line form. Had notification within 1 hour of handing the car over that I was no longer responsible along with a refund of tax about a week later. They may well have "sent it off" but in the post paper transactions are taking 6 months or more to process and the new buyer may not have bothered taxing it with the new keeper slip which will leave you on the hook for a while.

As above worth seeing if you are the owner via online portal .Note DVLA is slow due to pandemic /1

Thanks all. Looks like the dealer did it the wrong way round then, as he took the V5 with him with the car! So at no point have I been able to log into the online portal as I need the reference from the V5. I assumed the new car was my responsibility and the old one his but I'm clearly mistaken.
The police do seem to have taken my word for it, presumably helped by the fact the dealer and the speeding offence were in the same county some 100 miles from my home address.
I will write off the tax then and hope for the best re: a fine!~Helen~

All you need to do is get hold of the Doc Ref number from the dealer.0
