I used the polypipe overlay system for my kitchen, which uses 18mm routed boards and looks very similar in principle to the prowarm. I put a thin layer of insulation below and hardiebacker on top so the total increase in height was 30mm, before 10mm of slate tiles. In retrospect I probably didn't need the tile backing board, but the step from the hallway is small enough not to be noticeable.
I also installed a vertical radiator due to lacking confidence in my own calculations on whether or not the UFH would be sufficient, but it turned out not to be needed to maintain a comfortable temperature.
