Parking charge Civil Enforcement Ltd Notice to Keeper

This is a private car par.
I have been  unable to find the name of the owner.
For the last ten years or so the car park was free on Sundays.  A few months ago it went under new management (Civil Enforcement Ltd) and cameras, remote paying and updated parking fee machines were added.
New signage does not mention the days that fees must be paid.  The days are mentioned on a small notice on the machine.
The parking charge relates to a Sunday. 
I have ready the newbies 'sticky' and intend to send an appeal using the blue template.

Questions:

1.  Is the blue template appeal up to date as I notice this thread is now closed?
2.  Should I send only the blue template or mention the historical no charge on Sundays now being reversed but not addressed on signage?
3.  Any help regarding finding the owner of the car park?  Have tried land registry with no success.  Have asked surrounding shops and now believe that the owner is the landlord of several private shops surrounding the car park but the shopkeepers are reluctant to give the name.

    You never know how far you can go until you go too far.

    You could try the local council and ask who paus the non-domestic business rates.  Some councils have a helpful spreadsheet, others hide behind the GDPR regulations.
