AgilityEco ConnectedforWarmth Warmerhomes
Hi, does anyone have any information on this scheme? As I understand it, AgilityEco is the umbrella company running the Govt warmerhomes scheme.
I've posted about this before https://forums.moneysavingexpert.com/discussion/6284376/epc-failure-meant-i-cant-get-connected4warmth-central-heating/p1
Basically, I'm blocked from the scheme because my flat doesn't meet the minimum EPC standard of E (my property is a G - the lowest). I've registered an exemption as per the guidance set out in THE DOMESTIC PRIVATE RENTED PROPERTY MINIMUM STANDARD - All relevant improvements have been made (or there are none which can be made) and the property remains below an E. This is regulation 25.
I'm worried because I don't think they'll accept the exemption and I'll be rejected.
When dealing with the company, I've had this feeling that they're well trained in knowing exactly how to block applications based on failure of EPC requirements. Yes, landlords should upgrade properties but reality is not quite so simple and the net result is that those on low income who qualify for the scheme get blocked from having central heating installed. My landlord can't upgrade the property any further and the scheme may refuse to authorise the installation. The frustrating thing in my case is that if the boiler/central heating was installed, it'd bring the rating up to an E/D, and that's why I'm applying for the scheme.
My question is whether this is part of a greater scam whereby Agility Eco have millions in Govt tax money for the warmerhomes scheme, which they want to hold back for as long as possible?

Surely your landlord is breaking the law? I thought you weren't allowed to rent properties below an E EPC rating.

Not if an exemption has been registered or there is something about the property or the tenancy that puts it outside the regulations, but in any event, it should be the landlord that is seeking the exemption, not the tenant as far as I know (unless the tenant is acting as agent for the landlord with their permission)

Hi, Agility Eco finally accepted the exemption for the property and issued authorisation to the installing company 'Dyson Energy' early in Nov. I waited to hear from Dyson but nothing and contacted them mid-Nov. The manager said he'd instruct the engineers to contact me with an install date. Now, late Nov, I'd still not heard anything. So, I followed it up, and the manager directed me to the 'other' office, who I then called and they said I needed another survey (3 have already been done - the new survey requirement is for 'ventilation'). I was redirected back to the first manager, who was the head manager, who must have known about the requirement for a new survey when I spoke to him earlier in the month?
Anyway, I have a date in Dec for the new 'ventilation' survey. However, the scheme ends in March 22. What are the odds, my property will fail the new ventilation survey in Dec? Then I'll continue to be fobbed off by which time funding for the scheme will end and I'll have still have no central heating or boiler.
I know the latest manager blatantly lied to me about notifying the installers. I'm at my wits end with this scheme and the people running it will continue to block me right up until the end.
Does anyone have experience with these aforementioned Gov tax funded companies? Who can I raise a complaint with? Ofgem? MP?0
