Have to refuse delivery for refund?

So I ordered a new kitchen appliance online. Delivery was supposed to be last week, but the delivery slot provided came and went - the courier then admitted that they never intended to deliver it that day, so I ended up staying in all day for nothing.

Complained to the retailer and got the delivery fee refunded. Delivery rescheduled for today with a different courier. Delivery slot came and went again, then got a call saying they couldn't deliver today. Next delivery slot was end of next week, so told them not to bother and that I would cancel with the retailer and source elsewhere as I needed it sooner.

Now the retailer is saying that I must arrange a redelivery, reject the delivery, and then wait for the item to be returned to them before they will refund. That doesn't sound reasonable to me, not least because it's a complete waste of everyone's time. 

Why can't the retailer confirm to the courier not to deliver it, and just return it? Am I missing something before I start pushing back harder??

    Just go about your daily business. If you're not in, they can't deliver it. Job done.

    Just go about your daily business. If you're not in, they can't deliver it. Job done.
    All well and good, but at the moment the courier can't try until end of next week at the earliest. They will then have another 2 attempts to deliver, which may take them another 2 weeks. Then they finally return it to the retailer and I get the refund.

    It's already been 2 weeks since I paid, and it looks like it could take another 4-5 weeks to get a refund. 

    Just seems unreasonable for the sake of a phone call between retailer and courier. 

    Can I try and do a chargeback instead?
