Unfair Parking Fine from UKPC, now Receiving Letters from DCBL & CST Law

Hi
I received a parking fine from UKPC (24/05/2021) because my daughter has supposedly illegally parked in a Wickes Carpark out-of-hours (I'm the owner of the car). I immediately made an appeal online stating that my daughter, who is learning to drive, had only been in the carpark with my wife to practice parking, as the carpark is never shut and they were not aware of any signs that stated you were not allowed in the carpark after hours. I received a response stating that my appeal had been unsuccessful and I needed to pay £60 x 2, for the 2 separate nights she had been in the carpark. Rightly or wrongly, I decided to ignore the fines. I then started to receive a number of letters from DCBL and Debt Recovery Plus (not sure if they are the same company), who were working on behalf of UKPC to reclaim unpaid debts. However, the claims varied, some letters stated a claim of £160, others £170. I have now received a letter from CST Law (14/10/.2021) with reminder notice. I just wanted to know what are my rights and should I pay these fines?
Kind Regards,
Michael Battle

You should ignore letters from debt collectors but you should not ignore letters before claim from solicitors nor should you ignore claim forms from the CCBC. In all dealings with anybody regarding this you will be the keeper (rather than owner) and you should not say who was driving, just in case the PCN fails POFA. All this can be looked up in the NEWBIE sticky, first page of the forum.2

They are not fines , they are unpaid invoices !! , From a private parking company
Illegal is not a word to be used , it's a Civil matter , no laws were broken
No they are not the same companies , but the claimant has passed the matter to debt collectors and lawyers for collection of the alleged outstanding balance
The claimant has 6 years to issue a court claim pack from the CCBC in Northampton , using civil law , to try to get the invoices paid
Your rights are explained in the newbies FAQ sticky thread near the top of the forum in announcements
Ownership is irrelevant , you received the PCN because your own name is on the V5C
If UKPC LTD complied with POFA 2012 , the law , then you can be held as liable1 -
The invoice neither says it is a fine nor that the car was illegally parked, because this is not an offence.
Just read the NEWBIES thread post #2 about pre-action stage.
Also search for and read the CST letters group thread to compare letters.
You should NOT PAY but also NOT IGNORE (that was wrong).
This stage is covered in the second post of the NEWBIES thread snd no posters oay £160 to these ex-clampers.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
