If I used a date 21 days from now ( to get the best quote) for Car Insurance can I do this?
I am currently insured and will cancel the current one at 20 days and pay the penalty so can switch midterm for peace of mind for the next year. I am 4 months into my current year.

You can but the penalty may not make it worth while, have you checked how much it is?

Most will allow you to quote up to 30 days before "renewal" date.
You do not have to cancel before and it would be wise to cancel after new insurance starts.
