So we want to take some space from the garage and build a utility room and put a Downstairs toilet in, Any ideas of a cost? Not a massive room big enough for a private toilet and then another room for the washing machine and fridge/freezer?

How long is a piece of string?I think the main part of the cost is connection to the sewage - and this depends on the garage position relatively to the existing soil pipes and manhole(s).0

If the garage is accessible from the new utility room, you'll need a fire door there, if not already installed.
Impossible for anyone to give you costs, you've not even stated the area of the new living space, services access, construction...No free lunch, and no free laptop
