Is it just countries that require covid tests when travelling?

Hi all,
Perhaps an odd question, but I'm travelling to Croatia this weekend by Ryanair and Croatia doesn't require tests if you're double-jabbed, as I am. Am I right in thinking if the country doesn't require a test, the airline itself won't either?
It seems odd to not have to get a test to fly full-stop, though obv if I don't absolutely need one, I won't get one.

It will be up to the airline, but Ryanair use national requirements.
