Overstay on Retail car park

My Daughter parked on a retail car park at 17:04 which had 45 mins free parking and was free from 18:00. at Angouleme Way Retail Park, Bury. She left at about 18:38 so had overstayed by 11 mins. She received a Letter from Debt Recovery Plus the other day saying she owed £170. It says she has lost the right to appeal. She has since found a letter from Smart Parking asking for £60. She wrote an email to TK maxx CEO who said show them receipts and they might intervene but she didn't actually purchase anything on her visit.
What would be the best plan of action please?

Complain to whoever runs the retail park itself snd explain which shops the 'occupants of the car' visited that day.
Also stating how the family uses that retail park for Xmas pressies or whatever, show evidence of previous spends on bank statements if possible snd say how shocked the family are that this can happen just as shopping parks are encouraging people back.
State that 45 minutes just doesn't seem long enough for using the shops, TK Maxx alone has clothes, homeware and various sections and individual items that take time to browse, longer than other retailers where items are easy to look through and not a whole browsers' paradise of one-off pieces.
Ask nicely but robustly, for the PCN to be cancelled but WITHOUT SAYING WHO WAS DRIVING.
She could have won this with one email appeal at the time, because Smart Parking can't hold keepers liable if they don't know who was driving. Would have been a cinch to win if it hadn't been ignored. Now it's harder to play catch up and there is no appeal, hence why complaining is the only way.PRIVATE 'PCN'? Who said she wasn't shopping there? She just doesn't have a receipt specifically from TK MAXX.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
