Appeal not responded to

Good afternoon,
I am looking for some clarification as there is so much information on this forum.
The appeal had been sent via post 2-3 days before the deadline without a proof of postage (driver was confirmed-unfortunately it was before finding this forum). There was no response to the appeal. After over 2 months a debt collection letter arrived.
My question is: Is there a point of chasing the company regarding the appeal decision after few months if there is no proof of postage. Can this still be appealed via POPLA? Or as suggested ignore correspondence until LBC or an MCOL arrives?

What is the name of the PPC please?
What happened when the motorist complained to the landowner?
Where did the alleged event occur? It may have cropped up here before.
Was the appeal just put in a post box, or was a free proof of posting obtained from a Post Office counter? The former will mean it's the motorist's word against the PPC's. The latter means that the appeal is deemed to have arrived two or four working days after posting, depending on whether first or second class post was used.
Ignore debt collectors. They have no powers.
Complain anyway to the PPC that an appeal was made by post but has been ignored. Complain to the PPC's trade association.I married my cousin. I had to...I don't have a sister.

This happened in Southampton. It is a retail car park with many shops. I am not sure how to establish who is the landowner.
Unfortunately the appeal was posted 1st class by putting it in the post box. There is no proof of posting. It included a self-addressed envelope according to their appeal instructions.
I am guessing complaining by email to BP should be more efficient (or quicker) rather than by post? Does it matter if the company will have my email address on the top of the data they already have? What should be included in the email?0 -
You appeal as per the NEWBIES thread template and you could create a new email account for this if it bothers you, but most people use their own email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
