Item not received but marked as delivered

As above when contacted seller was given a tracking number marked as delivered with no signature. What are the procedures for a refund? It looks like the seller wanted  me to raise a complaint with royal mail which I did,have not heard anything. I thougbt it was the seller responsibility. Do not think it is possible to involve eBay as item is marked
as delivered.
