Windows 10 startup message killed laptop

I'm really hoping that someone may kindly be able to help with my laptop.
It's an HP laptop that runs Windows 10 an is a couple of years old and was working perfectly last night.
This morning I went to turn it on and got a blue message saying something to do with TPH windows 11 and then agree or disagree. Didn't understand the message which is why I just chose disagree and thought I would look into Windows 11 when I'm ready.
After I chose disagree, I got the HP splash screen and then nothing just a lot blank screen. I have turned it off to try again and just get the HP screen and then nothing. Not even that blue screen option.
I have tried to boot it up into safe mode but can't see to do it (tried F1,2, f8,f12 and the windows keys and r.
Does anyone have any ideas on what's wrong and what I need to do please.

Just done a quick search & it may be to do with tpm ( trusted platforn module ) & secure boot, might be a starting point until someone wise in the black arts of windows comes along.

Update for anyone able to help.
I have now been able to get I to safe mode and it's run the diagnostic testing which it's says has passed. But not sure what I need to do now to get it to boot upTopcashback: Total £1872.78

Try turning it off with a long press on the power button. When switching back on, as soon as you press the power button, start pressing the F10 key or the ESC key. If nothing happens turn it off and start again.
Once inside the BIOS setup, go to the Security tab and enable TPM.1 -
Will turning off TPM (in the BIOS settings) do the trick?TPM also requires UEFI boot, so that could be something to try disabling too.0

Be very careful in bios, unless you know what you're doing or advised on a step by step basis bad thing can happen.

Do I need to change any of these?, There is restore security settings to factory defaults tooEnabling trusted platform module (TPM) enhances the security on your device and is a requirement to upgrade your machine to windows 11. do you want to enable TPM?
Haven't seen that message referred to anywhere; other than a single reference to an HP laptop.

If you can get back into Safe Mode then you could look at doing a Refresh or repair to see if you can get your Windows 10 back?
