Boiler Exhaust gases ?

Spotted this on a local block of flats 
The lower flats exhaust pipe emitting gas directly under the kitchen windows of the flat above 
This can't be a good idea can it ?

    As the flue exit is more than the specified minimum from opening windows it isn't a problem.

    The extension is pointing away from the wall so the plume will be emitted in that direction and not towards the flat above.

    Depends on the make of boiler, I think WB can be about 300mm from a opening window
