Opening an account but no id for a child

Hi,
A friend of mine asked me this week if I knew if she could open a bank account for her first grandchild of hers but the mother of child isn’t helping, so they’re unable to get a copy of the birth certificate to open one. They want to open an account too put money into so when they turn 18/21 they’ll have a nice sum in the bank for their future.

Any ideas I can pass onto them would be greatly appreciated.

The grandchild needs to be aware of the account - eventually. Tax may need to be paid on the interest.
What has happened to the father of the child? What does "isn't helping" mean? Is that a passive or determined situation.
